Creates a new "social work associate" endorsement on an Educator License with Stipulations for individuals who hold a graduate degree from a Council on Social Work Education-approved program and an active Illinois license as a licensed clinical social worker or licensed social worker

Authorizes social work associate endorsement holders to perform traditional social work responsibilities and Tier 1 and Tier 2 multi-tiered system of support (MTSS) interventions, but requires all work to be done in consultation with a fully licensed school social worker

Prohibits social work associate endorsement holders from performing Tier 3 MTSS interventions, participating in individualized education program (IEP) processes, or participating in federal Section 504 plan processes for students with disabilities

Bars school districts from using social work associate endorsement holders to replace currently employed Professional Educator License holders with school support personnel endorsements

Exempts applicants for the social work associate endorsement from passing a content area test, with a $150 application fee for those not entitled by an Illinois-approved educator preparation program
