Converts the temporary mental health pilot project (created under Public Act 100-12) into a permanent program allowing reciprocal involuntary mental health admissions between Illinois and Iowa

Allows Iowa residents from the Eastern Iowa Mental Health Region (Cedar, Clinton, Jackson, Muscatine, and Scott counties) to receive involuntary inpatient mental health treatment at a facility in Rock Island, Illinois, and vice versa for Rock Island County residents

Changes terminology throughout the Act from "pilot project" to "program" and from "pilot project area" to "program service area"

Establishes new annual reporting requirements from January 1, 2026 through January 1, 2030, requiring the receiving agency to submit data on persons served, lengths of stay, costs, and any concerns to the Department of Human Services by August 1 each year

Extends the repeal date of the Act from January 1, 2026 to January 1, 2031
