Requires all newly purchased school buses to be equipped with 3-point seat safety belts (lap and shoulder restraints) at every designated seating position beginning July 1, 2031

Does not require schools, districts, transportation providers, bus drivers, or other staff to ensure seat belts are properly fastened or to provide instruction on seat belt use

Exempts school buses leased by school districts from the seat belt requirement

Exempts school buses registered in other states that are operating in Illinois for cultural, tourist, athletic, or similar activities for students enrolled in out-of-state schools

Takes effect immediately upon becoming law
