Creates the Illinois Graduate and Retain Our Workforce (iGROW) Tech Scholarship Fund as a special fund in the State treasury

Establishes an income tax checkoff allowing taxpayers to voluntarily contribute a minimum of $1 to the fund when filing their individual income tax returns

Contributions will either reduce the taxpayer's refund or increase the amount owed with their return

Funds collected will be administered by the Illinois Student Assistance Commission to award iGROW Tech scholarships

Takes effect for taxable years ending on or after December 31, 2025
