Establishes a diaper allowance program through the Department of Human Services providing $70 per month for each eligible child age 3 or younger in families with household income at or below 100% of federal poverty guidelines

Requires the Department to create online and paper application systems, with paper forms available at WIC offices and family community resource centers throughout Illinois

Benefits may be distributed via electronic benefits transfer (EBT) card and will not count as income when determining eligibility for other public aid programs

Applicants must submit annual redetermination applications and respond to any Department requests for additional information within 15 calendar days to maintain uninterrupted benefits

Creates an advisory committee including state officials, legislators, community organization representatives, and an affected caregiver to advise on program implementation, meeting monthly from September 1, 2025 through July 1, 2027
