Creates the Community-Based Corrections Act requiring the Department of Corrections to fund nonprofit community-based providers as an alternative to traditional incarceration for "emerging adults" (ages 18-25) convicted of crimes eligible for prison

Sentencing judges may assign eligible individuals to community-based settings instead of DOC facilities; providers must offer housing, workforce training, mental health counseling, and restorative justice programming

Community-based providers must have written agreements with restorative justice courts and will be compensated monthly at a rate equivalent to the per-inmate cost of incarceration

Department of Human Services must approve providers, establish operational standards for housing and services, and monitor compliance with state and judicial requirements

Providers must submit annual reports on recidivism rates, employment statistics, and reintegration success; DOC must report program performance and cost savings to the General Assembly annually
