Removes the requirement that anesthesia services in ambulatory surgical treatment centers and hospitals be under the direction of a physician with specialized anesthesia training or an anesthesiologist

Eliminates the mandate that an anesthesiologist participate in developing the anesthesia plan and remain physically present on premises during anesthesia delivery

Grants certified registered nurse anesthetists (CRNAs) authority to practice without a written collaborative agreement after completing either a professional practice doctorate or 250 hours of continuing education plus 4,000 hours of clinical experience

Allows CRNAs with full practice authority to independently perform advanced assessment, diagnosis, select and administer medications including Schedule II-V controlled substances, and order medical devices for anesthesia services

Requires CRNAs to seek consultation on anesthesia plans and patient treatment as appropriate to their expertise and patient needs, replacing the previous requirement for physician agreement and physical presence
