Amends the Open Meetings Act to allow public body members to attend meetings remotely if performing active military duty as a service member, adding this as a fifth qualifying reason alongside illness, employment, family emergency, and childcare obligations

Prohibits public bodies from holding regular or special meetings on election days (general primary, general election, consolidated primary, or consolidated election), applying this restriction to home rule units as well

Allows township officials to satisfy Open Meetings Act training requirements through courses conducted by organizations representing townships, similar to existing provisions for school boards, municipalities, and other local government entities

Expands the closed meeting exception for self-evaluation discussions to include meetings with representatives of regional associations, not just statewide associations

Amends the Freedom of Information Act to exclude junk mail (unsolicited commercial mail or electronic communications not responded to) from the definition of public records and allows public bodies to require electronic FOIA requests be contained entirely within the email body rather than in attachments or hyperlinks
