Amends Section 122-1 of the Code of Criminal Procedure of 1963 regarding post-conviction petition requirements

Creates an exception for individuals convicted of felony offenses committed when they were under 21 years of age who wish to file successive post-conviction petitions

Allows these young offenders to challenge their sentences as unconstitutional under Section 11 of Article I of the Illinois Constitution (prohibition against cruel and degrading punishment) without demonstrating "cause" for not raising the claim in their initial petition

Removes a procedural barrier that typically requires petitioners to show an objective factor prevented them from raising a specific claim during initial post-conviction proceedings

Takes effect immediately upon becoming law
