Criminalizes possessing, purchasing, delivering, selling, or possessing with intent to sell tableting or encapsulating machines when the person knows or reasonably should know the equipment will be used to manufacture controlled substances illegally

Defines "tableting machine" as manual, semiautomatic, or fully automatic equipment used to compact or compress materials into solid tablets

Defines "encapsulating machine" as equipment used to fill shells or capsules with powdered, granular, or semisolid material

Violation constitutes a Class 3 felony under the Illinois Controlled Substances Act

Amends the Illinois Controlled Substances Act by adding new Section 416
