Elevates reckless homicide to a Class 2 felony (3-14 years imprisonment) when the defendant was driving more than 20 mph over the posted speed limit or failed to comply with a traffic control device

Creates enhanced penalties of 6-28 years imprisonment when a defendant with a suspended or revoked driver's license causes the deaths of 2 or more persons in a single incident

Amends the Criminal Code of 2012, Section 9-3, to expand the circumstances under which reckless homicide carries harsher penalties

Standard reckless homicide remains a Class 3 felony; enhanced Class 2 felony penalties apply only when specific aggravating factors are present
