Unlawfully selling or dispensing any scheduled drug containing a detectable amount of fentanyl becomes a Class X felony with 9-40 years imprisonment and/or fines up to $250,000, in addition to any other penalties

Using an electronic communication device (wireless telephone, personal digital assistant, portable computer) to further controlled substance trafficking involving fentanyl becomes a Class 1 felony with fines up to $100,000

Elevates the penalty for electronic device use in fentanyl trafficking from Class 2 felony (for other controlled substances) to Class 1 felony

Amends Sections 401 and 401.1 of the Illinois Controlled Substances Act (720 ILCS 570)
