Expands University of Illinois honorary scholarships for children of veterans to include those whose parents served during the invasion of Panama between December 20, 1989 and January 31, 1990

Adds Panama invasion veterans to the existing list of qualifying conflicts, which includes World War II, Korean War, Vietnam War, Beirut/Grenada, and post-August 1990 operations

Each Illinois county is entitled to one annual honorary scholarship per qualifying conflict period, with a maximum of 3 scholarships per county annually

Scholarship recipients receive tuition-free instruction for at least 4 consecutive years in any University of Illinois department

Preference is given to children of deceased veterans or veterans with disabilities, with recipients selected through public examination and required to be at least 15 years old
