Expands University of Illinois scholarship eligibility for children of veterans to include those whose parents served on or after August 2, 1990 and received the Kosovo Campaign Medal or Armed Forces Expeditionary Medal

Each county is entitled to one annual honorary scholarship per qualifying period of hostilities, with a maximum of 3 scholarships per county per year

Scholarship recipients must be at least 15 years old, demonstrate good moral character, and pass a public examination on secondary school subjects

Preference is given to children of deceased veterans or veterans with disabilities

Selected students receive tuition-free instruction in any University of Illinois department for at least 4 consecutive years
