Requires municipalities to compile and maintain a public list of all contracts of $5,000,000 or more for public infrastructure projects

Mandates the list be available for public inspection, copying, and posted on the municipality's website

Applies to home rule municipalities and prohibits them from maintaining such contract lists in a manner inconsistent with this requirement

Amends the Local Records Act by adding Section 30 to establish these transparency requirements
