Amends the Interstate Mutual Emergency Aid Act by adding Section 12 to authorize emergency aid to bordering states

Allows Illinois public safety agencies to provide assistance to public safety agencies in bordering states during disasters

Covered agencies include fire departments, fire protection districts, emergency medical services, municipal police departments, county sheriff's departments, local emergency management agencies, and local public works departments

Public or private contractors of these public safety agencies are also authorized to provide cross-border emergency assistance

Applicable disasters include fires, earthquakes, floods, tornadoes, hazardous material incidents, and other similar emergencies
