Prohibits notary publics from charging any fee for notarial acts related to the execution of an Illinois Secretary of State Department of Driver Services Homeless Status Certification form

Amends the Illinois Notary Public Act by adding this prohibition to both the maximum fee section (Section 3-104) and the prohibited acts section (Section 6-104)

Maintains existing notary fee caps of $5 for standard non-electronic notarization and up to $25 for electronic notarial acts for all other services

Preserves current penalties for fee violations: Class A misdemeanor for first offense and Class 3 felony for second or subsequent offense within 5 years
