Amends the State Property Control Act to change the deadline for submitting the Annual Real Property Utilization Report from July 31 to August 31 of each year

State agencies must report on all state-owned real property, including legal descriptions, current use, improvements made, acquisition dates and costs, and future plans for unused property

The Administrator must notify all State agencies of declared surplus real property by October 31 each year and provide copies of reports to the General Assembly indexed by legislative district

No other substantive changes are made to the surplus property disposal process, appraisal requirements, or reporting content requirements
