Requires the Prisoner Review Board to immediately notify victims who have requested notification when a prisoner receives early release, pardon, commutation, furlough, or sentence credit

Mandates immediate victim notification when a defendant found guilty but mentally ill is granted early release, pardon, commutation, or furlough

Requires the Board to use the most recent available contact information for victims and make all reasonable efforts to obtain information and provide notification when none is available

Specifies that these notification requirements are in addition to any existing statewide victim notification systems

Requires the Board to document all notification efforts if a victim alleges they did not receive required notification
