Expands child care assistance eligibility to include families where a parent or guardian works as a mental health care worker, teacher, or health care provider, provided their income falls below a specified threshold

Sets the income eligibility threshold for these three professional categories at no less than 300% of the federal poverty level beginning in State Fiscal Year 2026, compared to the general threshold of 225% for other eligible families

Defines "mental health care worker" to include professional counselors, clinical professional counselors, clinical psychologists, social workers, clinical social workers, and other licensed mental health professionals actively practicing in Illinois

Defines "teacher" as those licensed under Article 21B of the School Code or employed at private elementary or secondary schools in Illinois

Takes effect July 1, 2025
