Authorizes the Illinois Department of Public Health to develop and publish an educational pamphlet on nonopioid alternatives for treating acute, perioperative, subacute, or chronic pain, including information on nonopioid medications, nonpharmacological therapies, and their advantages and disadvantages

Requires health insurance issuers beginning January 1, 2027 to develop plans providing adequate coverage and access to a broad spectrum of pain management services, including nonopioid and non-medication alternatives to opioid prescriptions

Mandates insurers to file their pain management plans with the Department of Insurance and post plan information on their publicly accessible websites

Requires the Illinois Medicaid Preferred Drug List to ensure that FDA-approved nonopioid pain treatment drugs are not disadvantaged or discouraged in coverage compared to opioid or narcotic drugs for acute pain management
