Amends the Illinois Insurance Code's surplus line insurance provisions (Section 445) to simplify "home state" determination for non-affiliated groups named on a single surplus line insurance contract

Removes the requirement that when individual non-affiliated group members pay 100% of premium from their own funds, each member's home state must be determined separately and treated as a separate surplus line contract

For non-affiliated groups on a single surplus line policy, the home state will now be determined based on the group's principal place of business rather than requiring individual determinations

Corrects a drafting error in program business diligent effort requirements, changing "master policy" to "program" to accurately describe the variable provisions that must be included in the annual diligent effort review
