Creates the Reducing Barriers to Start Act, effective January 1, 2026

Encourages (but does not mandate) the State of Illinois and its agencies to eliminate all first-year business license and registration fees for new businesses

Applies to any new business or person establishing a new business with a principal place of business in Illinois

Includes home-based businesses in the scope of covered entities

Uses non-binding language ("shall encourage") rather than requiring fee elimination, making implementation discretionary
