Creates a new aquatic habitat conservation stamp required for all individuals (age 16+) who hold a resident or non-resident fishing license in Illinois, with a fee of $6 for both residents and non-residents

Establishes the Aquatic Habitat Conservation Fund in the State Treasury to receive all stamp sale revenues, with funds appropriated exclusively to the Department of Natural Resources

Fund expenditures restricted to three purposes: management, restoration, and protection of aquatic and riparian habitats; elimination of or protection from aquatic nuisance species; and preparation for climate change effects including flooding, erosion, and sedimentation

Waives the stamp fee for Illinois residents over 75 years of age; individuals exempt from fishing license requirements are also exempt from the stamp requirement

Failure to possess a required aquatic habitat conservation stamp while fishing constitutes a petty offense; stamps expire annually on March 31
