Establishes the Illinois Scholarship Database, to be developed and administered by the Illinois Student Assistance Commission as both a website and mobile application

Public schools must inform students about the Database beginning in 7th grade and require them to create an account jointly with a parent, with both having access to manage the account

Students must complete a profile including a portfolio of who they are and their enrollment year; after high school, profiles must also list any criminal charges requiring registry placement (with certain legal exceptions)

Scholarship providers may add their opportunities to the Database if they are transparent about eligible institutions, display all requirements, and do not have inappropriate requirements

Students 18 and older may create accounts without parental access and may remove parents from accounts created before turning 18; the Database remains accessible to users regardless of age
