Expands the Department of Central Management Services' authority to manage, operate, and maintain State buildings and "other real properties," and authorizes the Director to grant and accept easements on State properties when deemed in the State's best interest

Removes the James R. Thompson Center in Chicago from the list of State buildings managed by the Department, reflecting its previous sale

Adds 115 South LaSalle Street, Chicago to the list of State properties that may be leased or subleased for terms up to 15 years

Changes the deadline for responsible officers to submit Annual Real Property Utilization Reports to the Administrator from July 31 to August 31 each year

Makes technical cleanup by striking outdated references to the James R. Thompson Center throughout the statute
