Expands the definition of "public works" under the Prevailing Wage Act to include sewer inspection projects using closed-circuit television to identify issues such as cracks, root intrusion, blockages, or structural damage in sewer systems

Establishes civil penalties for contractors or subcontractors who fail to file required certified payroll records: up to $1,000 for first offense and up to $2,000 for second or subsequent offenses within 5 years, with each month of violation constituting a separate offense

Creates an administrative hearing process for contractors to challenge certified payroll violations, with final decisions subject to judicial review under the Administrative Review Law

Directs all moneys owed to the Department of Labor under the Prevailing Wage Act to be deposited into the Employee Classification Fund for administration, investigation, outreach, and educational activities

Amends the Workplace Transparency Act (contingent on HB 3638 becoming law) to allow employees to recover compensatory damages in addition to attorney's fees when successfully challenging or defending actions involving confidentiality agreements
