Expands eligibility for the Illinois Veteran grant program to include veterans who served less than one year of federal active duty and received an uncharacterized discharge due to a service-connected disability

Amends the Higher Education Student Assistance Act (110 ILCS 947/40) to add uncharacterized discharge recipients with service-connected disabilities to the list of qualified applicants

Currently, veterans with less than one year of service only qualify if they received an honorable discharge for medical reasons, were discharged before August 11, 1967, or served in a foreign country during hostilities

The Illinois Veteran grant program provides tuition and mandatory fee waivers at state-controlled universities and public community colleges for up to 4 years of full-time enrollment equivalent
