Requires health care plans to annually provide enrollees with a statement of all mandated health benefits and services, highlighting any newly enacted state laws or administrative rules (exempting Medicaid plans from the highlighting requirement)

Mandates the Office of Consumer Health Insurance to post an annual report on the Department of Insurance website by January 31 each year, beginning January 31, 2026

Starting January 31, 2027, the annual report must include a summary of all state health insurance benefit legislation enacted in the prior year, including links to Public Acts, statutory citations, brief summaries, and effective dates

Requires health benefit information cards (physical, electronic, and other technology) to display on the back whether the plan is self-insured or fully funded and whether it is regulated by the Department of Insurance

Removes the previous requirement to display the regulatory entity on the front of health benefit cards and moves related regulatory disclosure information to the back of cards
