Allows counties without a Veterans Assistance Commission that share a judicial circuit to form a "Jurisdictional Veterans Assistance Commission" serving veterans across multiple participating counties

Requires each participating county to levy a minimum 0.02% tax and deposit proceeds in the county treasury of the judicial circuit seat for staff employment and veteran financial assistance

Mandates the superintendent be selected from honorably discharged veterans of participating counties and maintain a centrally located office within the judicial circuit, with multiple offices permitted for large circuits

Permits existing Veterans Assistance Commissions as of January 1, 2025 to merge with neighboring counties into a circuit-wide commission, while allowing those choosing not to merge to continue operating independently

Applies to counties without a Veterans Assistance Commission prior to January 1, 2026, enabling veteran service organizations from multiple counties within a judicial circuit to collaborate on veteran services
