Mandates disclosure of historical cost of attendance data for the 10 academic years immediately preceding the Act's effective date, plus all future years

Requires the posted cost of attendance information to clearly distinguish between expenses included on IRS Form 1098-T and expenses not included on that form

Creates the "Historical Cost of Attendance Disclosure Act" as the official short title
