Prohibits the Department of Healthcare and Family Services from contracting with managed care organizations that use pharmacy benefit managers (PBMs) unless the PBMs meet specific requirements, including using transparent pass-through pricing models and reimbursing pharmacies based on national average drug acquisition cost or wholesale acquisition cost plus a dispensing fee

Requires PBMs to reimburse claims at the rate in effect when the claim was originally submitted and prohibits them from creating new pharmacy administration fees or increasing existing fees beyond the rate of inflation

Protects pharmacies from contract termination solely because of the professional dispensing fee authorized under this legislation

Mandates annual reporting by PBMs starting January 15, 2027, including data on total prescriptions dispensed, aggregate wholesale acquisition costs, rebates and discounts received from manufacturers, administrative fees, and amounts retained by the PBM rather than passed through to the state

Requires the Department to submit collected PBM data to the General Assembly and Governor's Office of Management and Budget by March 1 each year, with non-aggregated information classified as confidential and exempt from Freedom of Information Act disclosure
