Creates the Equitable Access to Education, Employment, and Training for Incarcerated Individuals with Disabilities Act, requiring the Department of Corrections to provide reasonable accommodations for incarcerated individuals with intellectual or developmental disabilities

Waives the requirement for individuals with intellectual or developmental disabilities to pass the Test of Adult Basic Education (TABE) or similar standardized tests to access educational programs, work assignments, and vocational programs

Allows individuals who participate in programs through the TABE waiver and other accommodations to earn sentence credit on the same basis as other incarcerated individuals

Mandates annual training for Department of Corrections staff on identifying individuals with disabilities, providing accommodations in educational and vocational settings, and administering alternative assessments, developed in collaboration with disability advocacy organizations

Requires compliance with the Americans with Disabilities Act and Rehabilitation Act of 1973, and provides a grievance process for individuals denied access to programs or accommodations
