Establishes grants from the Environmental Protection Agency to incentivize use of finished compost, liquid digestate, and solid digestate on commercial and specialty farm operations, with 100% coverage for public lands and 90% coverage for private lands, capped at $50,000 per recipient annually

Allocates up to $2,000,000 annually from the Solid Waste Management Fund for fiscal years 2026, 2027, and 2028 to fund the grant program

Transfers $225,000 on October 1, 2026, $234,000 on October 1, 2027, and $243,360 on October 1, 2028 to the Prairie Research Institute of the University of Illinois to conduct a study on compost and digestate use

Requires the study to evaluate impacts on inorganic fertilizer use, soil composition, soil health, drought resistance, crop rotation, and carbon sequestration capabilities

Final study report must be submitted to the General Assembly and Governor by December 1, 2028
