Creates the New Salem Preservation Commission within the Department of Natural Resources to oversee Lincoln's New Salem State Historic Site, a reconstructed 1830s village where Abraham Lincoln lived that once attracted over 400,000 visitors annually

Establishes a 13-member commission including four General Assembly members, representatives from the Department of Natural Resources, Illinois State Museum, Abraham Lincoln Association, Department of Transportation, an 1830s log cabin construction expert, community members, and a descendant of a New Salem resident

President of the New Salem Lincoln League serves as chairperson; members serve without compensation but receive reimbursement for reasonable expenses

Commission responsibilities include monitoring and recommending repairs for structures, signage, statues, and grounds; making recommendations for volunteer coordination; and establishing guidelines for volunteer eligibility and retention

Requires annual site inspection tours and submission of condition reports to the General Assembly; volunteer coordinator must submit annual reports on volunteer programs to the Commission for review
