Eliminates fees for annual and 3-year fishing licenses, hunting licenses, and sportsmen's combination licenses for Illinois resident Gold Star Family members

Defines Gold Star Family members as immediate relatives (parent, child, brother, sister, or other loved one) of U.S. Armed Forces members who died in battle or in support of military activities

Requires Gold Star Family members to provide verification at one of the Department of Natural Resources' 5 regional offices to qualify for the fee waiver

Directs the Department of Natural Resources to adopt rules establishing who qualifies for Gold Star Family member status and what constitutes suitable verification

Takes effect immediately upon becoming law
