Reduces the Cook County Sheriff's Merit Board from 3-7 members to exactly 3 members, appointed by the Sheriff with approval of three-fifths of the county board

Eliminates the requirement for staggered terms among Board members and removes the Board's authority to employ hearing officers to conduct disciplinary hearings

Shifts authority for setting deputy sheriff and corrections officer hiring qualifications from the Merit Board to the Sheriff, including mental, physical, psychiatric tests and other examinations

Removes specific statutory requirements for appointees including minimum age (21 years), citizenship/immigration status requirements, good moral character standards, and criminal history considerations

Eliminates veteran hiring preference and protections for former house of correction civil service employees who transferred to the County Department of Corrections
