Requires owners/operators to post performance bonds or other financial security (trust fund, surety bond, or irrevocable letter of credit) to ensure completion of removal and remediation work

Mandates public notice and comment periods for all submitted reports and plans, with notices published in English and Spanish in local newspapers and on company websites
