Increases the maximum fee Illinois State Police may charge for the Firearm Transfer Inquiry Program from $2 to $10, plus applicable processing fees

Processing fees are limited to charges by the State Treasurer for using the electronic online payment system

Requires $4 from each fee collected to be deposited into the State Police Firearm Enforcement Fund

Remaining fee revenue continues to be deposited in the State Police Firearm Services Fund to provide the background check service

Amends the Firearm Owners Identification Card Act (430 ILCS 65/3.1)
