Excludes commercial vehicles and farm trucks from the definition of "expanded-use antique vehicle," which applies to motor vehicles more than 25 years old driven on highways

Establishes confidentiality protections for personal information submitted for vehicle title and registration applications, including photographs, signatures, social security numbers, email addresses, and medical/disability information, with limited exceptions for law enforcement and court orders

Allows licensed rebuilders to obtain free short-term permits for salvaged vehicles that need to be driven to inspection locations

Extends the validity period for operating a vehicle with printed proof of registration to 30 days from either the previous registration's expiration or the purchase date of new registration, whichever is later

Reduces the notice period before vehicle registration suspension for uninsured vehicles from 45 days to 30 days and clarifies that the notice period begins when the notice is deposited in the mail
