Prohibits gaming under Section 56 within 100 miles of a track in a county with population over 230,000 that borders the Mississippi River, except for the new Macon County standardbred racetrack

Eliminates the consent requirement from existing racetrack operators for new Cook County standardbred racetracks located within 35 miles, effective after December 31, 2025

Increases the number of inter-track wagering locations allowed for racetracks in counties bordering the Mississippi River with populations over 230,000 from 9 to 18, and removes the 160-mile geographic restriction on where inter-track wagering locations may operate
