Requires all group and individual health insurance policies in Illinois to cover behavioral health crisis services, including crisis intervention, mobile crisis response, and crisis stabilization, regardless of billing codes used

Prohibits insurers from denying or restricting coverage based on service modality or setting, ensuring coverage for crisis services delivered in person, via telehealth, or in residential/outpatient settings

Extends coverage requirements to state employee health plans, municipal employee insurance, school employee benefits, and Health Maintenance Organizations

Mandates that Medicaid cover and reimburse crisis services beginning July 1, 2026, classifying them as emergency services exempt from prior authorization, and requires reimbursement for Certified Recovery Support Specialists

Renames existing law to the "Crisis Continuum Sustainability Act" and requires the Department of Human Services to submit a Statewide Crisis Continuum Strategic Plan to the Governor and General Assembly by December 31, 2028, and every 5 years thereafter
