Creates the Certified Anesthesiologist Assistant Practice Act establishing licensure through the Department of Financial and Professional Regulation for individuals who hold a master's degree in anesthesia and pass an approved examination

Requires certified anesthesiologist assistants to work only under the supervision of an anesthesiologist who must be immediately available at all times, with supervision ratios to align with Centers for Medicare and Medicaid Services standards

Prohibits certified anesthesiologist assistants from billing patients directly, using the title "doctor," or practicing independently; payments for their services must be made to their employer

Adds one certified anesthesiologist assistant member to the Illinois State Medical Board, increasing membership from 17 to 18 members

Amends the Hospital Licensing Act and Ambulatory Surgical Treatment Center Act to authorize licensed certified anesthesiologist assistants to administer anesthesia services and assist physicians in surgical procedures
