Amends the Illinois Police Training Act to add certified therapy dog team training and certification to Crisis Intervention Team (CIT) requirements

Requires the Illinois Law Enforcement Training Standards Board to develop a course and certification program for officers using therapy dogs in crisis and emergency response situations

Aims to ensure CIT officers and therapy dog teams are available across various regions throughout Illinois to be dispatched during crisis events

Maintains existing CIT training requirements including the 40-hour specialty certification course addressing police responses to people with mental illnesses
