Amends the Illinois Vehicle Code section on automated speed enforcement systems in safety zones, which applies only to municipalities with populations of 1,000,000 or more (Chicago)

Requires the University of Illinois Chicago Urban Transportation Center to conduct a study on North and South DuSable Lake Shore Drive, including a review of multi-year crash data, analysis of risky driving patterns, and assessment of AI-powered camera effectiveness in reducing crashes and fatalities

Study must evaluate psychological deterrence in reducing habitual speeding and assess technical alternatives to AI-powered cameras for reducing fatalities

Safety zones are defined as areas within 1/8 mile of schools or park district facilities, but explicitly exclude Lake Shore Drive and controlled access highways with 8 or more lanes

Department of Transportation must adopt rules to implement the new study requirement
