IL SB1519

Prohibits students from being issued monetary fines, fees, tickets, or citations as school-based disciplinary consequences or for municipal code violations on school grounds, during school hours, or while taking school transportation

Requires school districts to annually report to the State Board of Education, starting with the 2027-2028 school year, data on K-12 student referrals to law enforcement, disaggregated by race/ethnicity, sex, grade level, English learner status, and disability

Mandates memoranda of understanding between school districts and law enforcement agencies for school resource officers beginning July 1, 2026, which must define officer roles, specify training requirements including for students with disabilities, and prohibit SROs from issuing tickets or citations on school property

Expands protections against truancy-related fines by prohibiting school personnel from referring truant students to school resource officers or peace officers for the purpose of issuing fines or fees as punishment

Requires the State Board of Education to prepare and publish annual reports on student referrals to law enforcement beginning January 31, 2029, covering all school districts and charter schools in the state
