Establishes a rebate program for electric bicycle purchases in Illinois beginning July 1, 2026, with rebates of $400 for standard purchasers and $1,200 for low-income purchasers

Requires electric bicycles to meet UL 2849 and European Standard EN 15194 safety testing requirements; excludes electric mopeds from eligibility

Limits rebates to one per person every 10 years, and rebate recipients must retain ownership and Illinois residency for a minimum of 12 consecutive months after purchase

Applies retroactively to electric bicycles purchased in Illinois on or after July 1, 2024, with applications required within 90 days of purchase for bikes bought after July 1, 2026

Directs the Agency to prioritize and give preference to low-income applicants when awarding rebates, and requires reimbursement if ownership or residency requirements are not met
