Prohibits the sale or distribution of disposable food service containers made wholly or partially of polystyrene foam in Illinois beginning January 1, 2030

Exempts polystyrene foam coolers, ice chests for seafood processing/shipping, egg cartons, and containers for raw/uncooked meat, poultry, fish, or seafood from the ban

Allows home rule municipalities or counties with ordinances adopted before January 1, 2024 to continue authorizing polystyrene foam containers, and permits sales to local governments for internal operations

Manufacturing of polystyrene foam containers for distribution or sale outside Illinois remains permitted

Establishes tiered penalties: written warning for first offense, up to $500 civil penalty for second offense, and up to $1,000 for subsequent offenses within 12 months, with enforcement by the Attorney General or State's Attorneys
