Amends the Illinois Wildlife Code to require the Department of Natural Resources to consider economic damage and public safety concerns caused by deer when establishing deer herd management plans

Applies to all aspects of deer management plans, including the length of hunting seasons and bag and possession limits

Maintains existing deer hunting regulations, including firearm seasons of up to 14 days between November 1 and December 31, a 3-day youth-only season between September 1 and October 31, and bow and arrow seasons from September 1 to January 31

Preserves the Department's authority to establish special harvest periods for disease management and surplus deer population control at specific sites from September 1 to February 15
