Amends the Illinois Library System Act to add a new category of state grants specifically for improving or enhancing security at libraries

Modifies planning and construction grant eligibility to require that library systems and public libraries be members of a library system to receive such grants

Maintains existing grant programs including annual equalization grants, library system grants, and per capita grants to public libraries

Equalization grants remain available to public libraries levying at least 0.13% tax rate that produce less than $17.50 per capita in property tax revenue for Fiscal Year 2025 and thereafter

Library system grants continue at $1.46 per capita plus $50.75 per square mile of the area served
